Description:
Theoverall objective of this consultancy is to support the Government of Nepal,through the Ministry of Urban Development (MoUD) and the Ministry of Culture,Tourism and Civil Aviation (MoCTCA), to strengthen the sustainablemanagement and competitiveness of priority destinations within the GreaterLumbini Buddhist Circuit by developing implementable management plans, viablebusiness and governance models, and local capacity frameworks that ensureimproved site operations, enhanced visitor experience, and inclusive communitybenefits. This work will include developing a shared vision for the Greater Lumbini Buddhist Circuit(GLBC) and preparing innovative, practical, and sustainable Destination Visionand Investment Plans (DVIPs). These DVIPs will serve as the guiding frameworkfor the sustainable development of tourism in the GLBC over a seven-yearperiod, ensuring that tourism growth generates inclusive socio-economicopportunities, safeguards heritage and environmental assets, and attracts bothpublic and private investments. The Consultancy should (1) prioritizethe preparation of management plans, business models, and governanceframeworks; (2) engage local authorities, private operators, communities, andcivil society from the outset; and (3) prioritize soft measures (protocols,training, capacity building) alongside infrastructure to ensure sustainability.This approach can help ensure that investments translate into high-qualityvisitor experiences, stronger local ownership, and effective long-term management.Work under this consultancy should follow heritage conservation and UNESCO sitemanagement principles align with World Heritage standards.
