• Expression of Interest are invited for Enhancing Drone Capacity in Nepal Through Module Improvement And Training Description: Background and Introduction Earth-observation (EO) technology advancements, including drones, satellites, mobile tools, and machine learning, are revolutionizing field data collection approaches. These technologies, particularly drones, have the potential to reach even the most remote areas, a need further highlighted by the challenges posed by the COVID-19 pandemic. Their use has become widespread in South Asia, a region highly susceptible to the impacts of climate change and disaster risks. In addition to these risks, countries around the Himalayas, such as Nepal, face specific challenges due to difficult terrain, high elevations, and poor accessibility. However, these challenges have only underscored the importance of continuous EO technology usage. Nepal's drone technology ecosystem has rapidly evolved from the World Wildlife Fund-s early use for anti-poaching activities in 2012 to the influx of drones and pilots during the 2015 Earthquake. Since then, drone technology usage has expanded to several sectors, including climate change and disaster risk management, logistics, healthcare, biodiversity conservation, agriculture, mapping, photography, and videography. This increased drone adoption has consequently increased demand for skilled human resources, such as pilots, data analysts, engineers, and technicians, who understand and can adhere to directives and guidelines issued by responsible government agencies to guide and ensure the safe and secure use of drones in Nepal. Despite the progress made in the drone ecosystem in Nepal, the existing guidelines and directives lag behind drone technology innovation, and there are far fewer local pilots and geospatial analysts to meet this growing demand. In addition, most drones, analytics, and auxiliary services are imported, which is often costly, causes delayed deployment, and is not very contextualized. Also, drone policies and regulations are restrictive due to privacy and security concerns, owing to challenges such as regulation enforcement and compliance monitoring limitations and the absence of accredited training for pilots. Therefore, through grant funding provided by the Korea-World Bank Partnership Facility (KWPF), the World Bank is implementing the Nepal Drone Ecosystem Acceleration Program (DEAP), which aims to enhance the drone ecosystem in Nepal by building institutional, sectoral, and individual capacity to accelerate safe drone adoption for Green, resilient and inclusive development (GRID). Also, the project will lay the groundwork for implementing long-term and sustainable capacity building and support training, policy, and regulation recommendations to facilitate the harmonization of drone training and capacity building and enhance the safe adoption of drones across various sectors in Nepal and South Asia. The project will also enhance youth employability by building a pipeline of talent needed to bridge the skill gap to meet the growing demand for drone pilots, data analysts, and engineers and scale drone applications and services in Nepal. The Ministry of Culture, Tourism and Civil Aviation (MoCTCA), Ministry of Home Affairs (MoHA), and the Civil Aviation Authority of Nepal (CAAN) recognize the growing interest in Unmanned Aerial Systems (UAS) and drone technology and seek to update its existing guidelines and directives, to develop drone policy and regulations and address the growing innovation and needs of the drone ecosystem. To support the effort of the Government of Nepal (GoN) and ensure the safe and secure expansion of drone operations in Nepal and help address the challenge of lack of standardized training for drone pilots, data analysis, and technicians, the World Bank, with the support of KWPF is seeking to hire a firm (or consortium of technical firm and academic institution) to support the enhancement of drone training in Nepal. This would involve a collaborative effort with relevant government institutions, Higher Education Institutions (HEIs), and drone ecosystem stakeholders to recommend areas to enhance existing training modules on drone technology, piloting and data analysis for application sectors relevant to Nepal, drawing lessons from global good practices, and ensuring consistency with Nepal-s, regional and global regulatory requirements such as ICAO (International Civil Aviation Organization), EASA (European Aviation Safety Agency), etc.Objectives:
