Description:
The Ministry of Education, Science andTechnology (MoEST), through the School Education Sector Plan (SESP)2022/23-2031/32, has prioritized foundational learning and recovery fromlearning loss due to the COVID-19 pandemic. As part of the SESP, to mitigate thelearning loss resulting from COVID-19 and to institutionalize best practicesfor recovery and accelerated learning in schools, MoEST developed and approvedthe Recovery and Accelerated Learning (ReAL) plan (2023-2028). The ReAL Plan wasprepared with numerous rounds of consultations/discussions and sharing withvarious stakeholders, including Center for Education and Human ResourceDevelopment (CEHRD), Curriculum Development Center (CDC), Education ReviewOffice (ERO), representativesfrom NARMIN, MUAN, Local Governments, provincial governments, provincialeducation training centers, Local Education Development Partner Group. The ReAL Plan is accompanied by its standard operating procedures and guideline(SOPG) to guide and suport all 753 Local Governments (LGs) and schools implementlearning recovery activities. Regular budget is also provisied by CERHD for its implementation inall 753 LGs.[1] In addition tothe regular budget for all 753 LGs, intensive support is provided to 250 selectLGs[2], with anobjective of implementing a more focused and intensive program and activities. By FY 2024/25, third year of SESP, intensiverecovery acitvities have been implemented in 250 LGs including diagnostic assessments,targeted interventions, and end-line assessments to address learning loss.This evaluation will assess the effectiveness of theimplementation of the ReAL plan in improving student learning outcomes andidentify areas for improvement and synergy.2. Objective To assess the effectiveness, relevance, andimplementation fidelity of the ReAL Plan in addressing recovery from learningloss and improving foundational learning outcomes, and to provide practical actionablerecommendations for enhancing its impact and integration.
