- Description:
- The Government of Nepal-s (GoN-s) Sixteenth Five-Year Plan(2025-2029) positions tourism as a central driver of economic growth, jobcreation, and regional development. It targets 2.5 million internationalvisitors, a 15-day average stay, and US$85 daily per capita expenditure,contributing an estimated 7 percent of GDP. The recently adopted Tourism Policy2025 also emphasizes public-private partnerships, infrastructure development,and diversification of tourism products. Achieving these ambitious targetsrequires strategic planning, infrastructure investment, and capacitybuilding—areas where the World Bank Group (WBG) can provide critical technicalassistance, financing, and knowledge support to ensure sustainable, inclusive,and high-impact tourism growth in Nepal. The WBG-s Nepal Country Partnership Framework (CPF) for FY25-31also prioritizes job creation, improved connectivity and access to services,and enhanced resilience to natural disasters and climate risks which areclosely aligned with the Nepal-s Sixteenth Five Year Plan. The CPF emphasizesfostering an investment-friendly environment to attract private capital andstimulate domestic investment in productive sectors with tourism identified asa key driver of inclusive economic growth and employment. To support GoN-s efforts in the development of the tourism sector,the WBG initiated a Nepal Tourism Platform (NTP) technical assistance programwith the Ministry of Culture, Tourism and Civil Aviation (MoCTCA), NationalTourism Board (NTB) and other key tourism stakeholders. NTP will serve as the WBG'smulti-stakeholder platform for tourism engagement in Nepal, anchored inprinciples of collaboration, evidence-based analysis, and solution-orienteddesign in partnership with the IFC. It is structured around two core pillarsdesigned to build a resilient, inclusive, and competitive tourism economy: 1.
