- 1.BackgroundThe Government of Nepal is exploringthe development of carbon market infrastructure, including a national carbonregistry and a Measurement, Reporting, and Verification (MRV) system, underArticle 6 of the Paris Agreement. To support this endeavor, it is necessary toassess the current state of IT readiness, including the identification of gapsand needs related to key building blocks such as data management, hosting, andsecurity. The aim is to ensure a robust and scalable IT infrastructure that cansupport future carbon market operations.2.ObjectiveThe objective of this assignment is toconduct a comprehensive preliminary assessment of the IT readiness of Nepal todeploy carbon market infrastructure. This includes:Evaluating the current state infrastructure, focusing on data management, capabilities, and information security.Identifying gaps and needs in existing systems and capacities.Engaging with relevant stakeholders to gather insights and inputs for a well-informed assessment.
