• Description:
• Tenders are invited for Procurement of Design, Supply, Installation and Operation of Supervisory Control and Data Acquisition System (SCADA) in five (5) Water Supply and Sanitation Systems (Lalbandi_Sarlahi, Nirmalpokhari_Kaski, Kawasoti_Nawalpur, Sitalpati_Salyan and Tikapur_Kailali). 1. The Government of Nepal has received a financing from the Asian Development Bank (ADB) toward the cost of Urban Water Supply and Sanitation (Sector) Project. Part of this financing will be used for payments under the contracts named above. Bidding is open to Bidders from eligible source countries of ADB. 2. The Project Management Office, Urban Water Supply and Sanitation (Sector) Project (UWSSP), Department of Water Supply and Sewerage Management, Ministry of Water Supply (“the Employer”) invites sealed bids from eligible Bidders for the Design, Supply, Installation and Operation of Supervisory Control and Data Acquisition System (SCADA) in five (5) Water Supply and Sanitation System (“the Facilities”). The Works mainly comprises the following works as described hereunder: Lalbandi_Sarlahi, Nirmalpokhari_Kaski, Kawasoti_Nawalpur, Sitalpati_Salyan and Tikapur_Kailali: Automation of Bore Well Pumping Station, Automation of Pumping station/OHT Pumping Station, Surge Protection System, Reservoir Management System, Outlet Management System, Village Transfer Chambers, Air Management System, O/M for 2 years including software and other associated works. 3. Open competitive bidding (OCB) with international advertisement will be conducted in accordance with ADB-s Single-Stage: Two-Envelope bidding procedure and is open to all Bidders from eligible countries as described in the Bidding Document. 4. Only eligible bidders with the following key qualifications should participate in the bidding: • Minimum average annual turnover calculated as total certified payments received for contracts in progress or completed, within the last five (5) years: NRs 583.76 million. • Participation as a contractor, Joint Venture partner, or Subcontractor, in at least one (1) contract that has been successfully or substantially completed within the last seven (7) years and that is similar to the proposed contract, where the value of the Bidder-s participation exceeds. The similarity shall be based on the physical size, complexity, methods, technology, or other characteristics as described in Section 6 (Employer-s Requirements): SCADA System in water, wastewater, or energy project: NRs 233.52 million. 5. Late bids will not be accepted. Technical bids will be opened immediately in the presence of Bidders- representatives who choose to attend, whereas the Financial Bids shall remain sealed and unopened and shall be placed locked. The Financial Bids of only Technically Responsible and Qualified Bidders shall be opened after Technical Bid Evaluation, whereas, the Financial Bids of those Bidders whose Technical Bids are not responsive and qualified shall be returned unopened.
