• Tenders are invited for Solutions for Plastic Waste in Nepal PROBLUE is a multi-donor trust fund; administered by the World Bank that supports the sustainable and integrated development of marine and coastal resources in healthy oceans. The PROBLUE program in Nepal; reducing plastic waste disposed in Nepal-s rivers draining in the Bay of Bengal; is an effort to increase awareness and regulatory capacity on managing use of single-use plastics and availability of investment options in recycling of and alternatives to plastics at selected sites/areas in Nepal. The PROBLUE program helps the government address pressing plastic waste issues. It will feed into the development of a National Plastic Pollution Strategy that the Government of Nepal aims to develop. This activity is also expected to provide inputs into ongoing broader reforms on solid waste management. No intervention on plastics can succeed without addressing underlying issues on solid waste management. Under the South Asia Water Initiative (SAWI) funded the World Bank; two different studies were undertaken in selected cities (Kathmandu; Lalitpur and Bhaktapur from Kathmandu Valley; Biratnagar and Nepalgunj) of Nepal to assess the status of plastic wastes; their leakage in river environment and policy recommendations for reducing the plastic pollution for healthy marine environment. The first study was related to develop an improved understanding of the types; volumes and composition of plastic pollution generated from urban centres leaking into riverine systems in Nepal while the second study was the Diagnostic Study on Plastic Waste in Rivers of Selected Cities of Nepal to investigate the major interfaces between waterways quantify and characterize the types of plastics received by the waterways in same selected municipalities of Nepal. Both studies aimed to contribute towards the preparatory plan of action for the proposed National Plastic Pollution Reduction Strategy; which will be led by the Department of Environment (DoE) under the Ministry of Forests and Environment (MoFE) in collaboration with other concerned federal agencies; including the Ministry of Federal Affairs and General Administration (MoFAGA) and local governments. However the study was conducted during COVID-19 pandemic situation with very limited sampling and field study for the plastic waste quantification and characterization. The plastic waste material flow analysis (MFAs) need to better baseline data (up-to-date plastic waste volume and types from different sources; collection coverage and current status of plastic waste recovery data of recycling/upcycling; etc.); which can then be used for scenario analysis supporting stakeholder interaction and planning to prioritize investment needs and discussion plans or plastic waste reduction and improved waste management in the country.In this context; the World Bank is seeking to recruit a Consultancy Firm to work on supporting Government in identifying optimal solutions to plastics waste management. This includes harmonizing with existing work plans and draft regulations; as well as recommending the development/recommending of public structures for plastic waste management . Relevant policies will include potential incentive mechanisms (e.g.; PPP/PSP; plastic fund; etc.); and the regulation of plastic design; labeling and take-back; among others. Examples of policy engagement also include outlining the pathway to implement EPR in plastic management; identification of circular economy actions to tackle plastic issues.
